This article is to explain how foreigners apply for a China-issue police clearance certificate in Tianjin, for purposes of marriage, immigration, employment or school admission.
Tianjin has altered its rules and changed the issuing authority of Police clearance certificate (PCC, it's known as No Criminal Record Certificate in China) to foreigners since 2017.
China Police Clearance Certificate - Tianjin
On 20th Feb 2017, we got the last PCC from Tianjin Evidence Identification Center of Tianjin Public Security Bureau (PSB). After that, Tianjin changed the issuing authority into the Exit and Entry Administration of Tianjin PSB.
The Exit and Entry Administration of Tianjin Public Security Bureau also changed its rules on issuing PCC to foreigners in Sep 2018.

Tianjin Police Clearance Certificate - Process Time
It takes 15 to 20 working days to get the notarized PCC with English translation in Tianjin.
In case of Tianjin has big event, the process will be prolonged. For example, it takes extra 3 working days to finish the process, while Tianjin held the 7th Special Olympic Games in Aug 2019.

2 Applying Police Clearance Certificate at Tianjin PSB
You should visit and submit your documents to the Exit and Entry Administration of Tianjin Public Security Bureau (PSB).

3 Notarizing Police Clearance Certificate at Notary Office
If you use the PCC in China, you can skip this step, as the PCC you get in above step is ok.
If you use the PCC in other countries, such as UK, USA, Canada, New Zealand, Ireland, you will have to do the notarization at notary public office listed in above table.

3. The PCC you get from Tianjin PSB in above step.
Each notary public notary office might ask for other document besides Basic documents.
