This article is to explain how foreigners apply for a China-issue police clearance certificate in Sanya, for purposes of marriage, immigration, employment or school admission.
Sanya's rules on China Police Clearance Certificate (or No Criminal Record Certificate) application have been changed. Currently the applicant only needs to visit Sanya Notary Publice Office, no need to visit police department personally.
! The current rules and ways of getting PCC may not apply in the future, so we are only responsible for the relevant rules and regulations which still apply in July 2021.

Sanya Police Clearance Certificate - Required Documents
1 Passports
Your passport which used in Sanya & your passport which is valid now.
We do not ask for original passport, as 1:1 scan copy will be fine.
2 Registration Form of Temporary Residence
We do not need you to send the hard copy or soft copy of the Registration Form of Temporary Residence, but you have to make sure you did police registration while you were staying in Sanya, as it is a document to tell the jurisdiction.
In other words, we can process in case of you did police registration but can not send copy of it.
3 Letter of Authorization
A letter of authorization is the document showing that the applicant authorize us to all relevent work for obtaining PCC. It somehow likes a power of attorney.
4 Alien Employment Permit, Foreign Expert Permit or Foreign Work Permit (Optional)
The government document which shows you actually worked in Sanya. If you were a student in Sanya, please ignore this file.
5 Graduation Certificate or Degree Certificate (Optional)
The university/school document which shows you studied in Sanya, if you were are an employee in Sanya, please ignore this file.

Process Time: 2-3 weeks.
According to our experience, it takes 2-3 weeks to get the police clearance issued, notarized and translated in Sanya.
Once the notary office accepts your application, they will request the Exit and Entry Administration of Sanya Public Security Bureau (PSB) to check whether the applicant has crime. The police clearance will be returned to the notary office after checking with the police system. The original police clearance will be kept by the notary office, the applicant will get the notarial certificate of police clearance.
