This article is to explain how foreigners apply for a China-issue police clearance certificate in Guangzhou, for purposes of marriage, immigration, employment or school admission.
Guangzhou has altered its rules few times for foreigners to get Police clearance certificate (PCC, it's known as No Criminal Record Certificate in China) since 2017.
China Police Clearance Certificate - Guangzhou
The lastest rule on foreigner's PCC application in Guangdong province came into force on March 1st 2019. The new rule has relaxed the former measures and made the China Police Clearance Certificate application easier in Guangzhou, compared to old rules, it imposes a stricter requirement on Registration Form of Temporary Residence.
China central government's public security ministry does not issue PCC to individuals (including Chinese citizens). In practice, local authorities of each city issue the PCCs to applicant who stayed in their jurisdictions. As each certificate only covers the period in specific city, the applicant of China police clearance certificate needs multiple certificates to cover the whole period of stay in China, in case of the applicant stayed more than 1 city in China. Guangdong Province becomes the only exception that the applicant may apply for a single certificate to cover whole time spent in Guangdong Province.

Guangzhou Police Clearance Certificate - Required Documents
1 Passports
Your passport which used in Guangzhou and passport which is valid now.
The original passports, or its photo copies authenticated by a China Consulate/Embassy, or apostlle.
2 Registration Form of Temporary Residence
The Registration Form of Temporary Residence is a important document to tell the jurisdiction. If you have not registered in police station, your application will be rejected. If you have some forms, you can only apply to cover the periods shows on the registration forms.
3 Letter of Authorization
A letter of authorization is the document showing that the applicant authorize us to do relevent work for obtaining PCC. It somehow likes a power of attorney.
It has to be notarized (if applicant is in China), then apostille or authenticated by a China Consulate/ Embassy (if applicant are ourside of China).

China can not issue PCC for Deplomatic and Official Passport holder.
You have to prove that you stayed in Shanghai for at least 6 months, the Registration Form of Temporary Residence is the only document to prove that.
