This article is to explain how foreigners apply for a China-issue police clearance certificate in Beijing, for purposes of marriage, immigration, employment or school admission.
Beijing has altered its rules few times for foreigners to get Police clearance certificate (PCC, it's known as No Criminal Record Certificate in China).
China Police Clearance Certificate - Beijing
China central government's public security ministry does not issue PCC to individuals (including Chinese citizens). In practice, local authorities of each city issue the PCCs to applicant who stayed in their jurisdictions. As each certificate only covers the period in specific city, the applicant of China police clearance certificate / No Criminal Record needs multiple certificates to cover the whole period of stay in China, in case of the applicant stayed more than 1 city in China.

Authorize us to do it
You have to make sure that you stayed in Beijing for 6 months without break, so properly registered in Beijing police station is a must, check your Accommodation Registration Form to confirm that.
Beijing Police Clearance Certificate - Required Documents
1 Passports
Your passport which used in Beijing and passport which is valid now.
All China-related passport pages, such as Chinese visa pages and Chinese stamp pages.

3 Letter of Authorization
A letter of authorization is the document showing that the applicant authorize us to all relevent work for obtaining PCC. It somehow likes a power of attorney.
4 The official request for China police check certificate
This can be immigration officer's email, immigration bureau web page or PDF on which asked for China PCC. It's a must for China PCC application in Beijing from September 2020.

5 Graduation Certificate (Diploma)
In case of the applicant was studying in Beijing.
6 If the 4 mentioned document does not have applicant's name, something official with applicant's name is required.

According to the new rules, the applicants of Beijing Police Check need to visit Public Security Bureau (PSB) and Notary Public Office to obtain a notarized Police Check Certificate for purposes of immigration, employment, marriage or adoption.
The rules and ways of getting PCC now may not apply in the future, so we are not responsible for the change/adjustment done by government.
Beijing can not issue PCC for Deplomatic and Official Passport holder.

1 Applying Police Clearance Certificate at Beijing PSB
One thing to confirm
Before you make application, please confirm that you have lived in Beijing for 6 months without break.
If you stayed in Beijing for 4 months but left China for Christmas, then came back and worked for another 4 months, you are not able to get PCC according to the new rules.

2 Notarizing Police Clearance Certificate at Notary Office
If you use the PCC in China, you can skip this step, as the PCC you get in above step is ok.
If you use the PCC in other countries, such as UK, USA, Canada, New Zealand, Ireland, you will have to do the notarization at notary public office.
